Processors in the Mekong Delta provinces of Ca Mau, Bac Lieu, and Soc Trang — which together account for roughly 70% of national shrimp output — reported order cancellations within days of the DoC ruling. Dozens of medium-scale exporters halted US shipments entirely, citing unviable margins after the duty is applied.
Industry analysts note that the 60% volume drop understates the revenue destruction when combined with price concessions offered to alternative buyers. Chinese importers, aware of Vietnam's need to redirect supply, have negotiated discounts of 8-15% compared to prevailing market rates, compressing margins for an industry already operating on single-digit net margins.

The State Bank of Vietnam extended preferential credit lines at 5.5% annualised for certified seafood exporters pivoting to new markets, with a total facility of VND 15 trillion ($590 million). Provincial governments in the Mekong Delta are separately subsidising cold-chain infrastructure upgrades to meet EU and Japanese certification standards.
